The Kazan Interdistrict Environmental Prosecutor's Office explains that administrative responsibility for non-issuance of regulations has been introduced.

The penalty for this offense is provided in the form of a warning or a fine in the amount of 3,000 to 5,000 rubles.
The specified punishment will also be applied in case of non-compliance by inspectors with the duty to check whether the order has been fulfilled.
Repeated violation is punishable by a fine in the amount of 5,000 to 15,000 rubles or disqualification for a period of 6 months to a year.
